Basically, George Etzel Pearcy proposed that by redefining the borders, less large cities would be competing with each other for state tax dollars, effectively freeing up more money for projects that would benefit all citizens. It actually wasn't a bad idea, but Washington DC wasn't about to go near that. Too much paperwork and, you know, the uprooting of EVERYTHING.
